#Sanctions – #DWP Recruit over 1500 Decision Makers!

We’ve now suffered through the Lies from Esther McVey  Wednesday  04 February 2015 9:30 AM on “benefit sanctions policy” , with  her ‘assurances’ there are “categorically no targets set on how many claimants should be sanctioned”‘

Refuted yesterday offered more evidence that contradicts McVey with the DWP recruiting an extra 1600 Benefit Sanctions Decision Makers  since taking office!; They support these statistics with the comment “Whilst the DWP continually says it has no Benefit Sanctions Targets, despite irrefutable evidence, this view now seems even more implausible since today it published statistics that it show they nearly trebled the number of sanction decision makers?”

Lets not forget All these #Sanctions are made by unqualified people  there are no specific external qualifications required for the decision making role. All Decision Makers go through a training programme that supports the individual in their role. The Decision Maker consolidates this learning with mentor support” DWP February 3 2015.

In Memory of My Pop a WWI Soldier, who Fought for Honesty and Freedom

As a child of the Sixties I absorbed the new ‘freedoms’  of that era like a sponge; I watched the development of  the sexual revolution which, to me was everyday women finding a voice, previously before only accessible to the middle class and above.  I read about the Civil Rights movement, and became sickened by the Racial prejudice and discrimination; particularly as I was friends with many children whose families had come to the UK as refugees from Uganda. These struggles instilled me with a personal power, no longer did I have to defer to my ‘betters’, I could and should, question and challenge my elders.

Having said this, my strongest influence at home at this time was my granddad (Pop), he was born in 1899 and lied about his age to serve his country in WW,  only for him to be the victim of a rogue grenade. This resulted in him spending his life in and out of hospital undergoing surgery after surgery, as the countless pieces of shrapnel he carried in him moved towards his vital organs. I adored him, but he was a man of his time born when Victoria was still Queen, and we had endless discussions about right and wrong. I like to think he really heard me when I argued for Equality, but maybe he indulged me as his only grandchild, either way he listened, and even when we disagreed he never shot me down, he taught me to debate and for this, and everything else he was to me, I adored him .

With today being the Centenary of  WWI, these memories of my pop are more emotive than ever, his desire for honesty was I believe, born from his experience of soldiering, he was sold a story of  ‘Britain needing him’  how he was fighting for freedom and this would be “The War to end All wars”; in return he was damaged, physically and emotionally. He never spoke to me (or any other family members) about his experience, but we lived with its effects.  Today I’m convinced he would have been diagnosed with PTSD, he certainly suffered from brain damage, being blown up does that, and this revealed itself in his occasional outbursts of rage. However, despite the pain he lived with for the next 70 years, he always demanded Truth; whether this be because he lived with the fact he suffered as a result of the Lies sold by the ruling classes I can’t say, but knowing him I can’t help but think this is so.

These experiences laid the blueprint for who I am today, I remain committed to Equality, I fail to understand how prejudice and discrimination are anything but destructive, and I believe wholeheartedly in Truth. In this week as I especially remember Pop, I read that  Lord Freud  has been proven to have Lied AGAIN,  joining Mark Hoban, Esther McVey and Mike Penning  to become the Fourth DWP Minster to have Made the SAME LIE – Impact Assessment are Impossible.

This default position of Lying when proven incorrect is unacceptable, the reality is the Lies Politicians spew out today, are resulting in pain as those told 100 years did; and albeit in much lesser numbers, people are still Dying  as a result of the Policies they Lie about.

I can’t help but think it must be common knowledge that Politicians Lie, they’ve been doing it for at least a Century now, and maybe this is the reason people don’t feel the need to demand it should End and End Now?

I can’t and won’t accept this, to do so would not only dishonour my Pop, but I would feel  in collusion with these Lying Ministers, and this I will not do. For these reasons and because I feel if We don’t scrutinise this unelected Government No one will; I continue to urge you all to please share our petition demanding TRUTH from Parliament; the House of Commons has responded to the Recommendations of the Select by basically informing us the DWP is doing a great job!

If you share my belief , this response is yet another example of Government Spin – please Sign, Share and talk to everyone about the NEED for The TRUTH Campaign.

The Government Denies DWP Lies…YET…here are MORE “Lies and Damn Lies”

The Government has responded to the W&P Select Committee’s investigation of performance of the Department for Work and Pensions in 2012-13 – and as we expected the Government’s response is full of rhetoric of how well the DWP is doing and focus on the range of processes to ensure their Statistics are always good.

These include

Select Recommendation –  needs to exercise care in the language used in accompanying press releases and ministerial comments in the media. 2013 saw heightened and quite widespread concern—including from the UK Statistics Authority and organisations representing disabled people—about the DWP commentary accompanying releases of benefits statistics

Response – DWP is : is very careful about the language used when referring to benefit claimants, making clear that it is the system itself that has for too long trapped people into a life of welfare dependency. That is why this Government is making such a radical overhaul of the benefits system, to restore integrity and ensure that everyone who needs help and support receives it….statistical releases are produced and published separately to and independently from other Departmental comment or publications. Great care is taken by our statisticians to ensure the statistical releases are easy to read and understand, and are balanced and impartial….Training courses have also been run for Press Office staff, together with guidance having been issued on the use of statistics… ensure ministerial and official public statements are accompanied, whenever possible, by the released data and/or a link to the statistical release to which the press release refers. These statements are cleared with the relevant analysts for their statistical integrity.

And on it goes, defended the DWP and denying its ministers ever use inaccurate or false statistics.

The day after despite all the hype we learnt IDS & McVey are staying in control of the DWP, we witness another set of “Lies, damn lies and failing DWP bedroom tax report“.  Joe Halewood  in this excellent post, which I strongly suggest you read points out “On the same day as the cabinet reshuffle the DWP released a 163-page interim report into the bedroom tax.  Unfortunately this deliberate burial of a report is the best that can be said for it as it really is that bad“. He continues to identify major errors both in the writing of the report and a number of lies contained within it

For me this situation demonstrates precisely WHY we must continue to demand this Government deal with this situation, as despite the official response to the Select…the position remains the same. People from minority and oppressed communities are increasingly being blamed for the state of the nation; whilst Government continues to not only perpetuate this with their Lies but also through denying any responsibility or fault.

For thiese reasons, please keep sharing the #NOWPetition and show the Government WE the People WILL scrutinise them and we WILL Demand our RIGHTS to the TRUTH

Thanks all

The Truth and Statistics Campaign – Petition 2

Yesterday I asked if you thought our campaign for The Truth & Statistics was worth it; overwhelmingly you all share our need for truth, and for this I THANK YOU  and am pleased to report the sharing of the post resulted in another 200 signatures; today I’m picking up on the comments and you advice offered and setting out the current tags, possible promotional ideas  etc for our campaign.

Our second petition reads-

The House of Commons – Stop Ministers Spinning Statistics  Enforce the Recommendations of W&P Select of Use of DWP Statistics.

Last year over 100,006 people said Hold Iain Duncan Smith to account for his misuse of Statistics, both The  Work & Pensions Select 3rd Report Monitoring the Perfomance of DWP 2012/13 and the Public Administration Committee 1st Report Agreed.

We demand The House accepts these Recommendation and Ensures Minsters and others present statistics in a way that is fair, accurate and “unspun”.

We are using Stop MPs Spinning Stats in all our posts/tweets/shares and #ImpeachDWP & #NOWPetition

it was suggested we also approach backbencher MPs we do trust, to engage them in this fight for Honesty from Ministers, I’ve picked up on this with members of the Work & Pensions Select (who have a vested interest)  –
Member Party
Dame Anne Begg (Chair) Labour
Debbie Abrahams Labour
Graham Evans Conservative
Sheila Gilmore Labour
Glenda Jackson Labour
Kwasi Kwarteng Conservative
Nigel Mills Conservative
Anne Marie Morris Conservative
Teresa Pearce Labour
Mr Mike Thornton Liberal Democrat
Dame Angela Watkinson Conservative

MPs who supported the 1st petition included  John McDonnell & Michael Meacher; I’m sure there were others but…time has done its usual job on my memory, if you are in contact with any MPs you feel may support us please tell them about it.

Roswynne Jones of the Mirror has from the start supported this campaign and I’m sure will cover the struggle soon; again as with the Politicians it you have contacts for any journalists – press or TV/Radio please contact them; should you, or indeed they, wish to speak to either myself or Debbie let us know in comments, Tweet @JayneLinney @DebbieSayers or via the same names on Facebook; we’d Love to hear from you.

It is Vital we don’t forget the reasons MP Misuse stats – they are using the spun data as a form of social control  applying  psychological coercion to as Friedli says  ‘formulate and gain consent for the current regime of welfare reform”. They do this without underpinning knowledge nor without concern for the real damage this causes to the mental health of the people they purport to serve.

The question now is –  if We don’t Fight Back, Who will?

Please Continue Sharing, making contact – Together We Can Achieve Positive Change  xx

MORE Reasons to Sign – STOP Ministers Spinning Stats (or LYING)

Over the weekend I’ve noticed three separate articles all linked to DWP actions that, we the public have been LIED TO about by Ids, McVey, Penning & even Consultants –

The Guardian wrote how – Frank Field MP has found Evidence behind growth in food banks and benefits claimants; Field as chair of the all-party group set up to investigate hunger and food poverty discovered “the disproportionately large increase (use of food banks) seen in the poorest households is due entirely to rising housing and fuel costs” . However this week McVey wrote to the Scottish Government this week stating there is “no robust evidence linking food bank usage to welfare reform”

Fellow blogger Kitty Jones reported on – Rising ESA sanctions with a rise of “334% between December 2012 and December 2013″; it took a Freedom of Information request to release even these figures which are an ‘estimate. Debbie Abrahams MP asked McVey for an Independent investigation  into the growing number of sanctions last November, which she agreed to however ” the Government have now said they won’t set one up“; what could possibly be the reason for this, Abrahams believes “The last thing Iain Duncan Smith and Esther McVey want is for that uncomfortable truth to be uncovered by a focussed and independent investigation.”

Mike Sivier at Vox Political questioned How Prof Lichfield, the man assessing the suitability of WCA could claim he hadn’t “any information” and he hadn’t “seen numbers” on any people “dying every week as a result of being found fit for work after an assessment”; as Mike says “He could have, at least, looked up the government’s own statistical release‘Incapacity Benefits – Deaths of Recipients’ from July 2012“. Further it doesn’t take any mathematical experience to make an informed estimate as to the current figure, I did this this in February suggesting  the number could be as high as “38,564 deaths over the 3 years the Coalition has been in Government.”.

These are three different situations where Ministers and the DWP Press office lie to the public about the Reality of life as a benefit claimant in the UK today, and it is for these and numerous other incidents where the Truth is hidden and denied that Debbie & I have published our 2nd petition  demanding the House of Commons STOP Minsters spinning statistics.

We Deserve the Truth from our Politicians, particularly when their Polices result in Poverty, Abuse & Death, if you agree – Sign & Share the #NowPetition widely and help us #ImpeachDWP

Petition 2 – HOC STOP Ministers Spinning Statistics

Yesterday Debbie Sayers and I decided it was time to follow up on our successful petition of last year. We like thousands of others on twitter & Facebook are Sick of the ongoing spinning of statistics but, and perhaps more importantly, the Work & Pensions Select’s 3rd Report  made three vitally important recommendations regarding this:

Use of DWP statistics

19.  DWP releases a great deal of statistical information about benefits. We have commented before that it needs to exercise care in the language used in accompanying press releases and ministerial comments in the media. 2013 saw heightened and quite widespread concern—including from the UK Statistics Authority and organisations representing disabled people—about the DWP commentary accompanying releases of benefits statistics. (Paragraph 141)

20.  The Government is doing a great deal to promote a positive image of disabled people, including in the principles behind its Disability Strategy and the Disability Confident campaign to help disabled people into employment. However, this positive action risks being undermined if the language used in DWP press releases and ministerial media comments accompanying releases of benefit statistics adopts a tone which feeds into negative preconceptions and prejudices about people on benefits, including disabled people. (Paragraph 142)

21.  We agree with our colleagues on the Public Administration Select Committee (PASC) that Government statistics should be presented in a way that is fair, accurate and “unspun” and that this is especially the case when they are being used to justify a particular policy or a particular allocation of resources. We reiterate our view that DWP should avoid feeding into negative public views about people who receive benefits, and that statistics should be used objectively to shed light on policy implementation, not to prop up established views and preconceptions. We recommend that, in response to this Report, DWP sets out the specific steps it has taken in response to the comments from PASC, the UK Statistics Authority, and this Committee, to ensure that statistics are released in a way which is accurate, and fair to benefit claimants. (Paragraph 143)

This Report was published on March 18, almost two month ago and as yet the Government has not responded, and THIS is the reason we’re doing this now; It allows us enough time over the summer recess to collect signatures and write the accompanying report.

We believe it is imperative this Government, even in its closing terms, acknowledges the fact we have spent 4 years being abused by the press and media on the back of these false statistics, and their Ministers, namely IDS, with his juniors McVey, Penning, and before them Grayling & Miller, have been responsible.

It is these false statistics that have informed the very Policies resulting in the Japan Times reporting London tops world’s superrich cities; Britons’ use of food banks up 163%, Yes Japan; the countless false assessments of thousands of sick/disabled people, including the hundreds who have died waiting for their benefits, and for the Cuts and numerous other atrocities  made under Osborne’s False Austerity agenda!

So, we’re Fighting Back in the only way open to us – our second petition is to The House of Commons to – Stop Ministers Spinning Statistics & Accept the Recommendations of Select Committees STOP Ministers Spinning DWP Statistics

For Justice for all of us suffering as a result of the vast number of immoral and unjustified Policies PLEASE SHARE this blog and most importantly SIGN http://www.change.org/en-GB/petitions/house-of-commons-stop-ministers-spinning-statistics-accept-the-recommendations-of-select-committees-stop-ministers-spinning-dwp-statistics

The Scandal of DWP Silence

We know from  the official DWP report that between January & November 2011 10,600 disabled people either in receipt of or awaiting benefits died.

Since then the DWP have, despite numerous requests refused to release further updates; we can only speculate their reason why, as we can only surmise just how many more disabled people have since lost their lives?

It is well documented how the ‘Scrounger‘ rhetoric have adversely affected disabled people  and those who are chronically ill, and even Esther McVey – Minister of State for DWP stated she “would not disagree” when it was put to her in October 2013 that “ hundreds or even thousands of people who had died sooner than they should have done, or had a much lower quality of life over their last few weeks or months because of their experience of the WCA.”.

From this we believe it is safe to presume there has been an increase in the number of annual deaths of disabled people in 2012 & 2013; given the loss of life in 2011 was 10,600, even a 2% increase per annum would result in  12,720 in 2012 and a startling 15,264 in 2013. That would give a overall figure of 38,564 deaths over the 3 years the Coalition has been in Government.

Is this shocking statistic what the DWP don’t want us to know?

The battle is over…let the War Begin

Well I’m back home in one piece although parts of me don’t feel as if they belong. It was a wonderful day on Monday meeting the valiant  Debbie Sayers, the super people from change.org  Ros from the Mirror and other campaigners Paula Peters & Chris Ball who both came with Cameras.

Aside from the day challenging my photo-phobia, it was fantastic that both Liz Kendall,Shadow Minister for Care and Older People & my MP and Kate Green Shadow Spokesperson for Disabled People took the time out to meet with us, receive the final 105,069 signatures on our petition & more importantly; both women actively listened to what we had to say.

The only thing that took a slight shine off the experience was whilst  we were in the gallery of the House of Commons there was IDS & McVey both up to their old tricks – spinning the truth or Lying as I prefer to call it. This desire for straight talking did lead to a slight change in the wording of the petition but I believe it made it stronger; the exact wording that was formally placed into the green bag on Tuesday afternoon read –

To the House of Commons.

The Petition of residents of the UK,

Declares that the Petitioners believe that Mr Iain Duncan Smith, the Secretary of State for Work and Pensions, has used incorrect facts and statistics relating to the Disability Living Allowance; and further declares that an online petition demanding that the Work and Pensions Select Committee holds Mr Duncan Smith to account for his use of statistics has gathered more than 105,000 signatures.

The Petitioners therefore request that the House of Commons urges the Work and Pensions Select Committee to question Mr Duncan Smith at their earliest convenience to hold him to account on his use of statistics and further requests that the House requires Mr Duncan Smith to retract any incorrect statistics that may have been circulated in the public domain by his department.

And the petitioners remain, etc.

This now means that on December 9th when IDS goes in front of the Work & Pensions select Committee to answer to his misuse of statistics, 105,069 people request he not only is held to account but that he also RETRACTS his own lies and those of his junior minsters!

The day without doubt was a enormous success which I am extremely proud to have been a part of; now the question is What Next????

WATCH THIS SPACE…..

McVey ‘answers’ Politicians, even if she ignores us!

As many of you know I, along with Debbie Sayers have been engaged in a battle to try & get Esther McVey to answer an open letter signed by 866 others, that we sent in April. The letter challenged Ms McVey’s misuse of statistics regarding the introduction of PIP on 4 key areas   This letter was supported by several Labour MPs and Michael Meacher MP, was one who also asked Ms McVey for an answer; well he DID get a reply on August 5!

Unfortunately it is a wordy 3 1/2 pages but in order for you to decide if Esther McVey answered our letter, below is the body of her response: (Missing from the below are 3 tables, figures relate to the relevant docs linked)

DWP statistical release procedures

Throughout the development of Personal Independence Payment (PIP) we have published a wide range of information to keep claimants, disability organisations, and the media informed about exactly what is happening. This includes answers to frequently asked questions, a range of statistical and ad-hoc reports, impact assessments, and a suite of information products to provide support to organisations of and for disabled people.

We aim to provide figures and statistics that are accurate and appropriate. Many of our statistics are produced from high quality sources that allow detailed analysis to be conducted. The majority of our statistics are also formally assessed by the UK Statistics Authority (UKSA) and designated as meeting the standards for National Statistics, meaning they are fully compliant with the Code of Practice for Official Statistics, and we invite UKSA to assess new statistics each year.

Reform of Disability Benefits
I turn to some of the specific points that have been raised. The 2004/05 DLA National Benefit Review estimated that levels of fraud in DLA were around 0.5 per cent. However, that review also found high levels of incorrectness in awards with an estimated £630 million (11.2 per cent of the case load) being overpaid and £190 million (6.3 per cent) being underpaid.

I can confirm that over half of claims are made without additional medical evidence. The report cited was our own ad hoc statistical report”DLA Award Values and Evidence Use for New Claims in 2010, in Great Britain”. This report clearly demonstrates that over half of all decisions are made without additional medical evidence; 16 per cent on the claim form only and 36 per cent using other additional evidence other than an independent medical. factual report or examination. (Table used page 8)

The following table from our ad hoc report “Analysis of DLA: DLA Awards” provides clear evidence that over 70 per cent of the current caseload continues to have an indefinite award while the remaining 29 per cent has a fixed term award. Although we are able to reassess the level of award, there is no systematic way of ensuring that awards remain correct unless claimants report a change of circumstances which leaves disabled people more vulnerable to incorrect claims. (Table 2 )

In relation to award lengths, additional guidance introduced around three years ago provides greater clarity for decision makers. The new guidance made it clear that indefinite awards can continue to be made where appropriate, including following an original fixed term award. Whilst this has driven down, for the time being, the numbers of indefinite awards, such awards continue to be made.

Although we are implementing changes for the working age caseload first, we have always been clear that reform of OLA is reform of the benefit as a whole. For example, in our first consultation document, “OLA reform”, we said we would consider to what extent the new assessment could apply to children, recognising that their needs may have to be assessed by age. We have further clarified that, before we consider broader reform, we want to see how the assessment works for working age adults and that we would consult on any changes. Similar considerations will need to be taken for’ pensioners although reform for people of working” age “will clearly begin to impact pensioner benefit numbers as PIP recipients age. Our use of overall caseload increases is, therefore, entirely valid in the context of DLA reform. The analysis report, “OLA: Growth  in the Number of Claimants 200/2103 to 2010/11 “, provides evidence that around a third of the growth in the caseload can be attributed to demographic factors, with the remainder due to an increase in receipt per head. The report showed that between 2002/3 and 2010/11, growth in the whole caseload was 29 per cent. Of this, 21 per cent can be attributed to an increase in receipt per head, which is partly due to the maturing of DLA. The remaining 8 per cent is due to a growth in the population and a change in its age and gender structure. Specifically for those aged under 65, demographics account for about a third of the growth, which includes growth due to increases in the population and changes in its age structure due to the ageing of particular cohorts. The remaining two thirds of the growth is due to increases in the percentage of the population claiming DLA. We are absolutely committed to reform of DLA and getting the introduction of

PIP right. That is why we have decided to extend the reassessment timetable and take more time and learn from the initial stages of delivery. This will allow us allow us to consider findings’ from the first independent review of the assessment, which will report by the end of 2014, and “ensure the assessment is working correctly before we embark on higher volumes.  In the longer term, it will also help us evaluate how, and to what extent, reform of DLA can be extended to all claimants.

The Department has a strong record of producing and publishing a wide range of data and information. I am committed to this and we will continue to put all the facts into the public domain so that the public can make their own judgements. As a rule, all correspondence to Ministers from MPs is usually signed off at an appropriate Ministerial level. However, given the large volume of correspondence that is sent direct to Ministers by members of the public, it has long been the practice for officials to respond to these enquiries on the relevant Minister’s behalf.

I hope this reply is helpful. Thank you for taking the time to write to me.

Clearly this is a much more detailed response than the one we received from the ‘Head of the Correspondence Team’ on June 28 2013; however despite its wordiness, I don’t feel it answers the points raised in our original letter? Neither does it address the issue of the persistent manipulation and misuse of statistics

What has become even more revealing though is the content of this letter was not only sent to Michael Meacher; the body of the reply reproduced above, was also sent to Tim Loughton. MP after a signatory asked him if he could obtain a response from Ms McVey!

To me this clearly indicates two things; the contempt with which Esther McVey treats the people, who obviously aren’t worthy of a considered response and the lack of regard she has for her Honourable friends, who also don’t merit an individual and honest reply.

Intriguingly Ms McVey is not the only DWP Minister that believes it is acceptable to behave in this way; only 2 days ago Mark Hoban Minster for Employment, fellow blogger Skwawkbox demonstrated Mr Hoban acting in this exact manner!

This behaviour increasingly appears to be the regular modus operandi for the Tory Party, as they blatantly rampage across the Policies and Laws of our land, pillaging & cutting our Rights to Freedom, Equity, Justice, Protest & Welfare, justifying their actions with manipulated statistics and blatant Lies.

If this wan’t awful enough, to me what’s even more disconcerting is, the majority of people losing the way of life their parents/grandparents fought for, appear to be indifferent to exploits of this Government?

I know as we grow older and look back, it can often be with ‘rose coloured glasses‘, where life appears to have been happier, fairer and friendlier but, in the case of life in Britain 2013, this is not so. Life WAS better pre the Coalition Government, not perfect but certainly better; disabled and other vulnerable people weren’t hounded by the media as scroungers and fakers on a daily basis; most workers were employed on contracts that meant they know what they would be paid each week/month for X hours; Food Banks were not growing expediently to try and ensure people don’t starve. These are only a minute number of examples of how life WAS better 4+ year ago, to find more try browsing any social media site for a few minutes.

This is the life we get when we allow Politicians to treat us & their contemporaries with the scorn outlined above, I believe they need to be reminded that it is us, the People they answer to; We elect them & We can get rid of them. For the sake of our children & grandchildren We have a duty to not ignore this behaviour any longer.

If you’re angry about what you’ve read say so, but, more importantly tell Ms McVey & Co
